تختص هيئة البريد وحدها بنقل الرسائل وكذلك الطرود البريدية وبأداء الخدمات المالية البريدية وأعمال صندوق توفير البريد.
ويجوز للهيئة أن تعهد للغير بأداء بعض الخدمات البريدية لحسابها وفقا لأحكام اللائحة التنفيذية.
