يدرج فى الخطة السنوية للدولة ما يتقرر من تمويل ميسر للمشروعات المتوسطة والصغيرة ومتناهية الصغر وتحدد فى هذه الخطة مصادر هذا التمويل .
كما يدرج فى الموازنة العامة للدولة ما تخصصه الدولة من الاعتمادات التى تترتب على ما تقدم ، سواء بالباب الرابع "التحويلات الرأسمالية" أو الباب الثانى "النفقات الجارية" .
