فيما عدا الجهات الممولة من الموازنة العامة للدولة ، على الجهات طالبة الشراء أن تسدد مقابل ما تطلب شراءه مسبقا ، على أن تسوى المعاملة فى ضوء القيمة الفعلية للشراء .
وفى جميع الأحوال ، تعفى الهيئة المصرية للشراء الموحد من سداد التأمينات الابتدائية والنهائية عند عمليات الشراء .
