لا يجوز رفع الدعوى الجنائية أو اتخاذ إجراءات فيها إلا بناء على طلب كتابى من وزير العدل فى الجرائم المنصوص عليها فى المادتين ١٨١ و١٨٣ من قانون العقوبات ، وكذلك فى الأحوال الأخرى التى ينص عليها القانون .
