لا يجوز حبس أى إنسان إلا فى السجون المخصصة لذلك .
ولا يجوز لمأمور أى سجن قبول أى إنسان فيه إلا بمقتضى أمر موقع عليه من السلطة المختصة ، وألا يبقيه بعد المدة المحددة بهذا الأمر .
