تقدم طلبات الحصول على بطاقة تحقيق الشخصية أو بدل الفاقد أو التالف لها أو طلب إجراء أي تغيير فيها أو تجديدها بالنسبة للمواطنين الموجودين بالخارج إلى قنصليات جمهورية مصر العربية أو قسم سجل مدني المواطنين بالخارج في حالة عدم وجود قنصلية وذلك خلال المواعيد المقررة بالقانون.
وتنظم اللائحة التنفيذية القواعد والإجراءات التي تتبع في هذه الأحوال.
