لا يجوز للمختصين بالجهات الحكومية أو غير الحكومية أو الأفراد أن يقبلوا أو يستخدموا أو يستبقوا في خدمتهم أحدا ممن تنطبق عليه أحكام المادة (48) من هذا القانون، بصفة موظف أو مستخدم أو عامل أو طالب إلا إذا كان حاصلا على بطاقة تحقيق شخصية صالحة للاستعمال وسارية المفعول.
