لأمين السجل العيني أن يرفض إجراء القيد إذا لم يستوف الطلب الشروط اللازمة الشروط اللازمة , وعليه أن يذكر أسباب هذا الرفض على الطلب وفي دفتر العرائض وإبلاغها كتابة للطالب مع تحديد ميعادا أسبوعين له من تاريخ الإرسال لتقديم إعتراضا على هذا الرفض .
ويصبح قرار الأمين نهائيا إذا مضي الميعاد المذكور دون تقديم الاعتراض .
