إذا خلا مكان أحد الأعضاء المعينين قبل انتهاء مدة عضويته بستة أشهر على الأقل
عين رئيس الجمهورية من يحل محله خلال ستين يوما على الأكثر من تاريخ تقرير مجلس الشيوخ
خلو المكان، وتكون مدة العضو الجديد استكمالا لمدة عضوية سلفه .
