على الناخب أن يبدي رأيه في الدوائر المخصصة للنظام الفردي باختيار عدد من
المترشحين مساو لعدد المقاعد المقرر لكل دائرة ، وفي الدوائر المخصصة لنظام القوائم
باختيار إحدى القوائم.
ويجرى التصويت على القوائم في بطاقة مستقلة في ذات الوقت الذي يجرى فيه
التصويت على النظام الفردي .
