يستمر تطبيق أحكام اتفاقيات التعويضات المبرمة مع بعض الدول الأجنبية على رعايا هذه الدول الذين خضعوا لتدابير الحراسة المشار إليها فى المادة الأولى من هذا القانون .
وبالنسبة للأشخاص الذين أسقطت عنهم الجنسية المصرية أو غادروا البلاد مغادرة نهائية ولم يستردوا الجنسية المصرية أو لم يعودوا إلى الإقامة بمصر خلال المدة المنصوص عليها فى القانون رقم ٦٩ لسنة ١٩٧٤ المشار إليه فيعوضوا عن تدابير الحراسة طبقا لأحكام القانون رقم ٤٩ لسنة ١٩٧١ وفى الحدود المنصوص عليها فيه .
