للمنظمات الدولية أن تزاول عمليات إلحاق العمالة المصرية ممن يتمتعون بخبرات وكفاءات خاصة للعمل خارج البلاد ، إذا كان التعاقد مع جهات حكومية ، أو هيئات عامة عربية أو أجنبية بعد أخذ موافقة الجهات المعنية .
وعليها أن تقدم إلى الوزارة المختصة بيانا بفرص العمل التى تم توفيرها بهذه الجهات وعقود العمل المبرمة .
