تعين الجمعية العمومية للمحكمة الابتدائية فى بداية كل عام قضائى قاضيا بدرجة رئيس محكمة من الفئة (أ) ليحكم بصفة مؤقتة مع عدم المساس بأصل الحق فى المسائل المستعجلة التى يخشى عليها من فوات الوقت ، وإصدار الأوامر على عرائض ، والأوامر الوقتية ، وأوامر الأداء فى تلك المسائل أيا كانت قيمة الحق محل الطلب الذى تختص به المحاكم العمالية .
