لا تخل أحكام هذا المرسوم بقانون بما يكون لجهات الولاية على أراضى الدولة من أى مساحات فى خطط كل منها تقع داخل المنطقة والتى لها وحدها حق إدارتها واستغلالها والتصرف فيها بالتنسيق مع الجهاز وفى إطار المخططات التنموية التى يضعها الجهاز للمنطقة .
