لوزير التعليم بعد أخذ رأى المحافظ المختص أن يقرر إنشاء مدارس لرياض الأطفال ، تكون تابعة أو ملحقة بالمدارس الرسمية ، وأن يحدد مواصفاتها من حيث الموقع والمبنى والسعة والمرافق والتجهيزات والمواصفات الصحية ، كما يحدد نظام الدراسة والمناهج والخطط وشروط القبول وهيئات الإشراف والتدريس وما يجوز تقاضيه مقابل تنظيم التعليم بها .
