لا يجوز نقل شاغلى وظائف المعلمين من مرحلة تعليمية إلى مرحلة تالية إلا بعد استيفاء الشروط الخاصة بالمهارات والمعارف والمتطلبات الفنية التى يصدر بتحديدها قرار من وزير التربية والتعليم والتعليم الفنى ، وبعد الحصول على شهادة الصلاحية المقررة للمرحلة التى يتم الانتقال إليها .
