يهدف التعليم الأساسى إلى تنمية قدرات واستعدادات التلاميذ وإشباع ميولهم وتزويدهم بالقدر الضرورى من القيم والسلوكيات والمعارف والمهارات العملية والمهنية التى تتفق وظروف البيئات المختلفة ، بحيث يمكن لمن يتم مرحلة التعليم الأساسى أن يواصل تعليمه فى مرحلة أعلى أو أن يواجه الحياة بعد تدريب مهنى مكثف ، وذلك من أجل إعداد الفرد لكى يكون مواطنا منتجا فى بيئته ومجتمعه .
