يحدد وزير التعليم شروط وأحوال القبول فى كل مرحلة تعليمية ، على أن يكون القبول فى مرحلة التعليم الأساسى على أساس السن فى أول أكتوبر من العام الدراسى ، أما القبول فى المرحلة الثانوية فتكون المفاضلة بين المتقدمين على أساس عاملى السن والمجموع الكلى للدرجات على مستوى المحافظة .
