التزام المرافق العامة عقد الغرض منه إدارة مرفق عام ذي صفة اقتصادية ، ويكون هذا العقد بين جهة الإدارة المختصة بتنظيم هذا المرفق وبين فرد أو شركة يعهد إليها باستغلال المرفق فترة معينة من الزمن .
