ينعقد المجلس بدعوة من رئيسه مرة على الأقل كل شهر أو كلما دعت الحاجة إلى ذلك.
ولا يعتبر انعقاد المجلس صحيحا إلا بحضور أغلبية أعضائه ويحدد رئيس المجلس الموضوعات التى تدرج فى جدول أعماله وتكون مداولاته سرية وتصدر قراراته بأغلبية أصوات الحاضرين وإذا تساوت الأصوات رجح رأى الجانب الذى منه الرئيس.
