يضع مجلس إدارة الاتحاد لائحة نموذجية بنظام العاملين والمديرين المسئولين بالجمعيات التعاونية للثروة المائية متضمنة قواعد التعيين والإعارة والندب والنقل وحقوق وواجبات العاملين وقواعد وإجراءات التأديب للاسترشاد بها عند وضع لوائحها الداخلية وتعتمد اللوائح الداخلية بقرار من الهيئة العامة لتنمية الثروة السمكية ، ويصدر باعتماد اللائحة النموذجية قرار من وزير الزراعة .
