يشكل المجلس الأعلى لتنمية الموارد البشرية ويصدر بتحديد اختصاصه ونظام العمل به ، قرار من رئيس الجمهورية ، ويتولى رسم السياسة القومية لتخطيط التنمية البشرية ووضع برنامج قومى لتنميتها واستخدامها الاستخدام الأمثل بالتنسيق مع الوزارات والجهات المختصة .
