تكفل الدولة أولوية الحفاظ على حياة الطفل وتنشئته تنشئة سالمة آمنة بعيدة عن
النزاعات المسلحة ، وضمان عدم انخراطه فى الأعمال الحربية ، وتكفل احترام حقوقه فى
حالات الطوارئ والكوارث والحروب والنزاعات المسلحة ، وتتخذ كافة التدابير للملاحقة
ومعاقبة كل من يرتكب فى حق الطفل جريمة من جرائم الحرب أو الإبادة الجماعية
أو من الجرائم ضد الإنسانية .
