تكون مرحلتا التعليم قبل الجامعى على النحو التالى : -
١- مرحلة التعليم الأساسى الإلزامى ، وتتكون من حلقتين ، الحلقة الابتدائية ،
والحلقة الإعدادية ، ويجوز إضافة حلقة أخرى ، وذلك على النحو الذى تبينه
اللائحة التنفيذية .
٢- مرحلة التعليم الثانوى ( العام والفنى )
