يتولى المجلس التنفيذى للمحافظة بالاشتراك مع الهيئة العامة للتخطيط العمرانى من خلال مراكزها الإقليمية إعداد الأهداف والسياسات العمرانية المحلية على مستوى المحافظة ، وذلك وفقا للاحتياجات التى يحددها المجلس الشعبى المحلى للمحافظة ، وفى إطار الأهداف والسياسات القومية والإقليمية .
