مع عدم الإخلال بحكم المادة السابقة تختص الجمعية العمومية للاتحاد بانتخاب وعزل الرئيس المنتخب وأعضاء مجلس إدارة الاتحاد ، واتخاذ جميع القرارات التى تحقق أهداف الاتحاد وذلك وفقا للقواعد والإجراءات التى تحددها اللائحة التنفيذية لهذا القانون .
كما تختص الجمعية العمومية بتحديد الالتزامات المالية التى يلتزم بها الشاغلون ، وفقا لما تحدده اللائحة التنفيذية لهذا القانون فى هذا الشأن .
