مع عدم الإخلال بأحكام المادة السابقة ، تستثنى المشروعات القومية الصادر بها قرار
من مجلس الوزراء التى أقامتها الهيئة الهندسية للقوات المسلحة ، والتى ثبتت سلامتها الإنشائية
ومطابقتها للاشتراطات التخطيطية والبنائية المعتمدة بناء على شهادة تصدرها الهيئة ،
وتعتبر هذه الشهادة بمثابة ترخيص منتج لآثاره .
