يقوم الجهاز بإعداد أسس وضوابط الحفاظ على المناطق والمبانى والمنشآت ذات القيمة المتميزة ، ويصدر بهذه الأسس والضوابط قرار من المجلس الأعلى للتخطيط والتنمية العمرانية ، وتلتزم بها الجهات المختصة عند قيامها بأى أعمال بتلك المناطق والمبانى والمنشآت .
