يعتبر أثرا كل عقار أو منقول أنتجته الحضارات المختلفة أو أحدثته الفنون والعلوم والآداب والأديان من عصر ما قبل التاريخ وخلال العصور التاريخية المتعاقبة حتى ما قبل مائة عام متى كانت له قيمة أو أهمية أثرية أو تاريخية باعتباره مظهرا من مظاهر الحضارات المختلفة التى قامت على أرض مصر أو كانت لها صلة تاريخية بها ، وكذلك رفات السلالات البشرية والكائنات المعاصرة لها .
