يتحمل الضريبة الشخص أو الجهة التي يتم الصرف لها ، وفي جميع الأحوال يجب ألا يقل صافى المبلغ المنصرف بعد خصم الضريبة المنصوص عليها في المادتين السابقتين عن صافى أى مبلغ يقل عنه .
