يجوز لجمعيتين تعاونيتين إنتاجيتين أساسيتين أو أكثر لها نشاط إنتاجى واحد الاشتراك فى تأسيس جمعية تعاونية إنتاجية اتحادية واحدة على مستوى المحافظة .
والجمعيات التعاونية الأساسية أو الاتحادية التى تمارس نشاطا إنتاجيا واحدا أن تشترك فى تأسيس جمعية تعاونية إنتاجية عامة واحدة على مستوى الجمهورية .
ويجب على الجمعيات التعاونية الإنتاجية الأساسية الاشتراك إما فى جمعية اتحادية أو فى جمعية عامة إذا توفر الحد الأدنى اللازم لتأسيس أى منها .
