يضم الاتحاد جميع المشتغلين بنشاط المقاولات المنصوص عليها فى المادة (1) بوصفهم أعضاء عاملين سواء كانوا أشخاصا طبيعيين أو اعتباريين، وأيا كان النظام القانونى الذى يتبعونه كما يضم المشتغلين بذات النشاط من غير المصريين خلال فترة نشاطهم فى مصر بصفتهم أعضاء مراسلين.
وتحدد اللائحة التنفيذية قواعد واجراءات وشروط منح عضوية الاتحاد.
