يتولى المكتب فى حدود التفويض المقرر له من مجلس الادارة اتخاذ جميع الاجراءات الكفيلة بادارة وتنظيم الاتحاد، كما يختص بتنفيذ قرارات مجلس الادارة والجمعية العمومية.
ويجوز للمكتب أن يفوض أحد أعضائه فى القيام بمهمة محددة.
