الأراضى البور التى تستصلح وتزرع خفيفة والأراضى الزراعية التى تزرع خفيفة تحصر سنويا على زارعيها ، ثم تؤجر فى السنة الزراعية التالية إلى صغار الفلاحين وفقا لأحكام المواد السابقة على أن تكون الأولوية فى التأجير لمن قام باستصلاحها إذا توافرت فيه الشروط المنصوص عليها فى المادة ( ٤ ) .
