تلتزم الوزارة المختصة بالتربية والتعليم والتعليم الفنى عند إنشاء مدارس التربية الخاصة أو تطويرها بالمعايير العلمية الحديثة لجودة هذه المدارس واشتراطات الكود الهندسى وتوفير المقررات والمناهج الدراسية والمعلمين والإخصائيين المدربين والعمال المؤهلين لذلك وفقا لكل إعاقة ، وتحدد اللائحة التنفيذية لهذا القانون قواعد ومعايير إنشاء هذه المدارس ، وتطويرها وكيفية تشغيلها ، والجهات المسئولة عنها .
