يضع الجهاز بالاشتراك مع القوات المسلحة والجهات المختصة بالدولة خطة
مسبقة لتشغيل شبكات الاتصالات تنفذ خلال حالات حدوث الكوارث الطبيعية والبيئية
وفترات إعلان التعبئة العامة طبقا لأحكام القانون رقم ٨٧ لسنة ١٩٦٠ فى شأن التعبئة
العامة وأية حالات أخرى تتعلق بالأمن القومى ويتم تحديث الخطة بشكل دورى لتأمين
الدفاع والأمن القومى ويلتزم مشغلو ومقدمو خدمات الاتصالات بتنفيذ تلك الخطة .
